When Homi Bhabha returned to a newly independent India in the 1940s, the country had almost no scientific infrastructure to speak of — no serious research reactors, no trained nuclear physicists at scale, no institutions built for the kind of frontier science he had studied at Cambridge.
Rather than wait for the government to build the conditions he needed, he wrote directly to industrialist J.R.D. Tata, convincing him to fund the founding of the Tata Institute of Fundamental Research in 1945 — years before India even had its independence — essentially building the school he needed to exist before he could staff it with the scientists he needed to hire.
He then persuaded Prime Minister Nehru of something unusual for a newly poor nation: that atomic energy research wasn't a luxury but a necessity, and secured support to found the Atomic Energy Commission of India in 1948, with Bhabha himself, still in his thirties, as its chairman.
He insisted from the outset that India's nuclear program be built for peaceful energy generation, not weapons — a stance that shaped Indian nuclear policy for decades. He died in a plane crash in 1966, but the institutions he built from nothing became the backbone of India's entire nuclear and space research capability for generations after him.
